Jim Van Dusen

Chief Executive Officer

As Chief Executive Officer, Jim Van Dusen oversees the company’s global business strategy and direction, leading a team of more than 7,000 employees who empower our government and commercial clients to excel. Mr. Van Dusen brings a wealth of experience in finance and operations to Caliburn, gained through leadership positions with a variety of organizations. In 2013, he joined Comprehensive Health Services (CHS) as Chief Financial Officer and oversaw operations and contracts administration, and directed the company’s overall growth and expansion strategy. Before joining CHS, Mr. Van Dusen worked for IBM’s Public Sector Finance and Risk Practice, where he served as Strategy & Operations Director for IBM’s Public Sector team. Mr. Van Dusen also served as Chief Operating Officer and Chief Financial Officer for National Interest Security Company (NISC) before IBM acquired NISC. Other leadership positions held by Mr. Van Dusen include Senior Vice President of Finance at L-3; Chief Financial Officer at Vertex Aerospace LLC, a Veritas Capital portfolio company; Controller at Raytheon Aerospace; and Finance Manager at General Dynamics Services. Mr. Van Dusen is an active supporter of the National Guard Youth Foundation, a nonprofit organization that addresses the implications of the growing dropout crisis, and the Tragedy Assistance Program for Survivors, a nonprofit organization that provides care and support to families and friends grieving the loss of a member of the armed forces. He received a B.A. degree in business administration from Michigan State University Honors College.

Jim O’Connor

Chief Financial Officer

Jim O’Connor is the Chief Financial Officer of Caliburn. He is responsible for the company’s overall business management function, which includes all financial operations and financial strategy activities. Most recently, Mr. O’Connor served as Vice President, Finance for Caliburn. Prior to joining Caliburn, he was Vice President, Finance & Corporate Development for another government services company. Previously, he spent seven years as a leveraged finance investment banker with Jefferies, where he led multiple transactions in the government services industry. Prior to that, he held multiple roles within the business management team at Northrop Grumman, including program finance, pricing, financing planning and corporate development. Mr. O’Connor is a certified public accountant who holds a B.S. degree in Finance from the University of Maryland, College Park and an M.B.A. degree from the UCLA Anderson School of Management.

C.D. Moore

Chief Operating Officer

C.D. Moore is the Chief Operating Officer for Caliburn International, and as such is responsible for the successful execution of the company’s business operations. Mr. Moore served in the United States Air Force (USAF) for nearly 35 years and reached the rank of Lieutenant General. He has operations experience leading large organizations and complex aerospace programs. As the first Commander of the Air Force Life Cycle Management Center, he built a new organization responsible for acquisition and product support for all USAF aircraft, engines, munitions, and electronic/cyber systems. Mr. Moore served in the Pentagon as Director of Special Programs in the Office of the Secretary of Defense, deployed to Baghdad during Operation Iraqi Freedom, and is an accomplished experimental test pilot with more than 3,000 hours in 30+ aircraft types. Before joining Caliburn, he worked as a senior consultant and business owner as well as a board member for a variety of corporate and not-for-profit organizations. Mr. Moore consulted for government and aerospace industry clients on strategic planning, organizational change management, business development, manufacturing, software development, and analytics. He serves on the board of directors for the Air Force Museum Foundation, the National Aviation Heritage Alliance, and the Wright State Applied Research Corporation. As a Guggenheim Fellow, he earned an M.S. in Aeronautical Engineering from Columbia University. Mr. Moore also received an M.S. in national resource strategy from The Industrial College of the Armed Forces (National Defense University), and B.S. degrees in aeronautical engineering and political science from the United States Air Force Academy.

Frank Pandolfe

Chief Strategy Officer and Executive Vice President for Corporate Development

Frank Pandolfe is Caliburn’s Chief Strategy Officer and Executive Vice President for Corporate Development. He is responsible for corporate integration, innovation, and business development. Before joining Caliburn, Mr. Pandolfe served as a commissioned officer in the United States Navy for 37 years, retiring with the rank of Vice Admiral. At sea, he commanded a destroyer, destroyer squadron, aircraft carrier strike group, Naval Striking and Support Forces NATO, and the United States Sixth Fleet. Ashore, he served in the White House, United Nations, Joint Staff, and Navy Staff. He was the U.S. military’s lead strategist and planner as the Director for Strategic Plans and Policy (J-5) on the Joint Staff. His final assignment was Assistant to the Chairman of the Joint Chiefs of Staff, where he was the chairman’s representative to the Secretary of State. Following his military career, Mr. Pandolfe founded Pan Global Strategies, a consultancy specializing in strategic planning, risk assessment, and executive education. He serves on the boards of Michael Baker International, the Army Distaff Foundation at Knollwood, and the Naval Historical Foundation. Mr. Pandolfe holds a B.S. degree from the United States Naval Academy, and M.A.L.D. and Ph.D. degrees from The Fletcher School of Law and Diplomacy at Tufts University.

Robert Stalick

President of Engineering & Technology

As Caliburn’s President of Engineering & Technology, Robert Stalick is responsible for leading efforts to grow the firm’s cybersecurity and information technology offerings. He joined the Caliburn team from Owl Cyber Defense, where he continues to serve as Chief Executive Officer. Mr. Stalick brings more than 30 years of experience leading technology firms, including expertise in bringing technology products to market, from design to launch to direct sales activity. He previously served as CEO of Tresys Technology until its merger with Owl in 2019. Prior to that, Mr. Stalick was Chairman and CEO of Internosis, a Northern Virginia-based professional service and consulting firm, which he led from initial creation through a private equity-backed management buyout through a doubling in size, until it was acquired by EMC in 2006. He also worked for 20 years in government systems integration, including six years’ operating the U.S. Department of State’s Computer Security Laboratory. Mr. Stalick holds a B.A. degree in economics from Yale University.

William King

General Counsel and Chief Administrative Officer

William King joined Caliburn as its General Counsel and Chief Administrative Officer. Before joining the company, he served as General Counsel and Chief Administrative Officer of Applied Insight LLC, a provider of IT solutions to the U.S. federal government. Previous positions include working as Senior Counsel and Trust & Compliance Officer in IBM’s legal department, and General Counsel and Chief Administrative Officer at National Interest Security Company. Earlier in his career, Mr. King was at Athena Innovative Solutions, first as a consultant to the Office of the Secretary of Defense and the Office of the Director of National Intelligence, and ultimately as Deputy General Counsel. Mr. King served as an officer in the United States Air Force Reserves and holds a B.A. degree in English literature from Virginia Polytechnic Institute and State University and a J.D. from Seattle University School of Law.​

Daniel Horton

Chief Information Officer

Daniel Horton is the Chief Information Officer of Caliburn, overseeing leadership and alignment of information systems and solutions to complement the company’s corporate strategy, goals, and objectives. Mr. Horton was previously the Chief Information Officer of Sallyport Global, and has more than 25 years of IT and information security experience. Specializing in merger acquisitions and integrations, Mr. Horton has successfully integrated more than a dozen companies onto common platforms. He holds certifications in CISA, CGEIT, CITP, ISST, CIP, CMMI, ITIL, and COBIT5, and brings extensive knowledge of the process improvement, security, governance, risk, audit control, and strategic alignment needed to ensure an efficient and effective IT program is in place and maintained. Mr. Horton’s professional affiliations include membership in the Institute of Internal Auditors, Information Systems Audit and Control Association, Information Systems Security Association, Association of Information Technology Professionals, Association for Information Management, Project Management Institute, and the American Management Association.

Lynne Halbrooks

Chief Compliance Officer

As Caliburn’s Chief Compliance Officer, Lynne Halbrooks reports directly to the Ethics Committee of the board of directors. Before joining Caliburn, she was a partner at Holland & Knight LLP, where she served on the firm’s Government Contracts and White Collar Defense and Investigations teams. Ms. Halbrooks has held several senior positions within the federal government, including General Counsel and later Principal Deputy Inspector General at the Department of Defense’s Office of Inspector General. During this time, she performed the duties of the Inspector General for 21 months. Earlier in her career, Ms. Halbrooks was the General Counsel for the Special Inspector General for Iraq Reconstruction. She spent four years with the U.S. Senate Sergeant at Arms, first as General Counsel and then as Deputy Sergeant at Arms. Ms. Halbrooks holds a B.A. degree from the University of Minnesota and a J.D. from Marquette University Law School.

David A. Africano

Chief Information Security Officer

David A. Africano is the Chief Information Security Officer of Caliburn. Mr. Africano is a technology and cybersecurity executive with more than 21 years of experience in information technology. He joined Caliburn as CISO through the acquisition of CHS. During his 17-year tenure with the CHS, Mr. Africano served in a variety of progressive capacities, ranging from Senior Network Engineer to Director of I.T. Infrastructure to his current position within Caliburn where he establishes and directs the long-term strategic goals, policies, and procedures for the organization’s information security. Previously, Mr. Africano served in the U.S. Army as a parachute rigger and paratrooper with the Airborne Corps, supporting and jumping with the 2nd Battalion/75th Ranger Regiment, the 82nd Airborne Division, Airborne and Special Operations Test Directorate, and the 3rd Battalion (Airborne)/325th Infantry Regiment-SETAF while stationed in Livorno and Vicenza, Italy. He is a member of the Health Information and Management Systems Society (HIMSS), the American Health Information Management Association (AHIMA), the Project Management Institute (PMI), and Open Web Application Security Project (OWASP). He has achieved multiple cybersecurity certifications including Certified Information Systems Security Professional (CISSP), Certified Ethical Hacker (CEH), Security +, and continues his lifelong journey to learn.

Joe Bopp

Senior Vice President of Business Development

Joe Bopp is Caliburn’s Senior Vice President of Business Development. He joined Comprehensive Health Services in 2014 as the Vice President of Strategy and Major Initiatives. Before that, Mr. Bopp had a long and distinguished career as a Special Agent with the Department of State, Diplomatic Security Service. Overseas, he served at the U.S. missions in Panama, Kosovo, Iraq, Afghanistan, and Russia. Domestically, Mr. Bopp was assigned to the Secretary of State’s protective detail, was Acting Director of the Overseas Security Advisory Council, managed the guard program for all U.S. embassies and consulates, and assisted in the design and build of the new Marine Security Guard School at Quantico. In his last executive position with the Department of State, Joe managed the $1.5 billion Worldwide Protective Services program. Mr. Bopp retired from the Department of State in 2014 after 27 years of service. He has an M.S. degree in military science from the Marine Corps University Command and Staff College and a B.A. degree in political science from Lake Forest College.

Daniela Walrath

Senior Vice President of Human Resources

Daniela Walrath is the Senior Vice President of Human Resources for Caliburn. Ms. Walrath is responsible for the successful execution of human capital strategy and oversees all the aspects of the human resources organization. She has more than 15 years of experience in human resources within the aerospace and defense and commercial IT industries. Ms. Walrath possesses strong expertise across all HR functional areas, including talent management, compensation, strategic human resource planning, talent acquisition, and organizational design. She has led transformation change resulting from mergers, acquisitions, and business restructuring to support business objectives. Previous positions include Senior Director of Human Resources with Northrop Grumman Innovation Systems, Human Resources Director with CSRA, Global Human Resources Director with CSC, and senior manager with Lockheed Martin. Ms. Walrath holds a B.S. degree in business management, human resources, and labor relations from the University of Maryland University College.

Beth Jannery

Senior Vice President of Marketing & Communications

Ms. Jannery joined Caliburn’s Executive Leadership Team from Raytheon Technologies where she helped create and execute global strategic branding, content and communication strategies to support defense industry campaigns for Raytheon Missiles & Defense, a $16 billion business with 30,000 employees that supports the national security sector. Ms. Jannery has crafted impactful corporate narratives for international and domestic markets, and she supported business development proposals with strategic content. In her current role, she is responsible for developing and leading Caliburn’s strategic communications plans including leading a team of exceptional and skilled communications and marketing professionals. Together they create global branding, press releases, digital, social media, website content, tradeshows, internal communications, employee engagement initiatives and corporate social responsibility.

Ms. Jannery holds a Master of Science from Boston University and Raytheon Six Sigma certification. She was Director of Journalism for George Mason University, was an invited speaker at Harvard Business School for Politics & the Media and began her journalism career as an intern for CNN’s Investigative Reporting Unit. She is a member of the Society of Professional Journalists and has a well-developed understanding of the Washington, D.C. environment.
